MAJOR DUTIES
This position serves as the Manager of the Accounting Section and works under the general supervision of the Deputy Director of Operations of the NC Retirement Systems Division—a Division that serves over 820,000 public employees and retirees in NC. It is the 16th largest public or private pension system in the country, and is responsible for paying out over $4 billion dollars in benefits each year to almost a quarter of a million retirees and beneficiaries.

The incumbent in this position would plan, manage and review the work of approximately 18 employees responsible for executing the monthly retiree benefit payroll, numerous supplemental payrolls paid throughout each month, balancing monthly contribution reports submitted by participating employers that represents over 650,000 transactions, and assuring the data integrity of these monthly employer reports. The Manager of the Accounting Section is ultimately responsible for managing the performance of his or her employees (approximately 20) according to the Department's yearly performance cycle, creating development plans for new employees or employees in new roles, and maintaining the integrity of basic operations documents such as job descriptions and standard operating procedures. At all times, the Manager of the Accounting Section is responsible for assuring employee and process compliance with Division, Departmental and State policy; the state administrative code; and state and federal law.

The incumbent in this position would coordinate routinely with the managers of other areas within the Division--including pension and benefit incept processing, member services and external communications--on matters pertinent to the Accounting Section area that might require the cooperation of or have a significant impact on those other areas. The Manager of the Accounting Section is considered an integral part of the Division's management team and will be expected to help implement the Division's mission and strategic plan goals in coordination with his or her fellow managers. Additionally, the incumbent may be expected to represent the Division or the agency to external stakeholders (including participating employers and insurance representatives) in discussions or negotiations for the purpose of resolving process-related difficulties involving those external stakeholders.

A primary responsibility of the occupant of this position will be the close coordination with other divisions of the Department of State Treasurer for the requisitioning of funds needed for expenditures from eleven budget codes and three disbursing accounts, and for the monthly reconciliation of statements for three disbursing accounts. The incumbent in this position would work closely with these other divisions on the receiving and processing of miscellaneous revenue received from members or other agencies, and the weekly and monthly depositing of Federal and State income taxes withheld. Additionally, this individual may take an active role with the appropriate agency personnel on the yearly closing out of the Retirement Systems database and financial records and the preparation of appropriate year-end reports and financial statements.

The Manager of the Accounting Section is one of the key employees in the Division and agency's business continuity plan, and the Retirement Systems' benefit payroll has been identified as the Division's only critical process. As such, it is imperative that the incumbent in this position on rare occasions be available for work at times outside of the agency's normal business hours, and have experiencing performing work remotely using various technological tools including Virtual Private Network software even under otherwise adverse conditions.

MANAGEMENT PREFERENCES: Division management prefers a candidate whose considerable knowledge of the principles and practices of business administration as applied to government programs includes experience with state government accounting and/or payroll administration.

MINIMUM EDUCATION AND EXPERIENCE
Graduation from a four-year college or university with a major emphasis on coursework in business or public administration, or a related field and four years of administrative experience involving participation in planning and managing of a business or governmental program; and preferably including experience in the technical area of program field to which assigned; or an equivalent combination or training and experience.
